The snapshot layout names and a SnapshotRelease model for release.json move into just_dna_format.snapshot; env/platformdirs/lane resolvers stay in the enricher. The 14 builders hand-write release.json at 15 sites and the keys have drifted (rows/row_count, license/licence, ClinVar lacks dataset). Owes a Goals amendment.
